The city's Stormwater Quality Protection Ordinance requires all construction sites subject to the Texas Pollutant Discharge Elimination System or the National Pollutant Discharge Elimination System obtain proper authorization.
Obtaining Authorization
All construction activity that disturbs more than one acre must obtain authorization with the TCEQ Construction General Permit (CGP) TXR150000. This includes soil disturbance activities such as clearing, grading, excavating, as well as construction related activity such as stockpiling of fill material and demolition.
For sites less than 5 acres, a Small Construction Site Notice must be sent to the city and posted on site.
For sites greater than 5 acres, primary operators must submit an electronic Notice of Intent (NOI) through the TCEQ STEERS website, and then submit a copy of that application to the city. Additionally both primary and secondary operators must post a Large Construction Site Notice on site.
