Planning
The Planning Department administers land use and subdivision regulations designed to encourage the development of safe, accessible and attractive properties and the enhancement of property values in Mansfield. The department also provides technical assistance on zoning and development matters that go before the Planning and Zoning Commission and the City Council.

Mansfield 2040: Future Land Use Plan development begins
The City of Mansfield has begun the process to update the city’s Future Land Use Plan, officially called Mansfield 2040: Our Plan, Our Guide, Our Future.
This long-range planning document will guide the community’s growth and physical development for the next 10 to 20 years. The plan will focus on Mansfield’s future land uses and planning for special areas throughout the city. It will help set guiding principles and create land use goals and strategies to bring about implementable actions or policies. The city last updated the plan in 2012. Learn more
City Council amends regulations for Donation Boxes
At their January 23, 2023, meeting, the City Council amended Sections 155.054(B) and 155.099 of the Mansfield Code of Ordinances related to the regulation of Donation Boxes in the city limits. A copy of the amendments are available here.
City Council adopts new landscaping and screening standards
The Mansfield City Council adopted new landscaping and screening regulations on July 11, 2022. These new regulations set standards for the design, the construction, and the maintenance of landscape improvements for thoroughfares, open spaces, and new development. - Schedule a Development Review Committee (DRC) Meeting - Please use this form to make a request for a Development Review Committee (DRC) meeting. The Planning Department will contact you to schedule a meeting once the completed form has been submitted with ALL required items. The DRC meets every Wednesday morning, with time slots at 9, 10, and 11am. Meetings are scheduled on a first come, first serve basis.

S, South Mansfield Form-Based
Development District
The S, South Mansfield Form-Based Development District is a special zoning classification to encourage mixed-use development projects. The zoning process for projects seeking S District zoning are shown in the flowchart below. The district regulations may be reviewed here.
To apply for a Special Land Assemblage Plan, please complete the online application here and attach all required documents. Applications for Special Land Assemblage Plans are accepted on the first and third Monday of each month from 8am to 12pm.
Online Development Applications:
The Planning Department no longer accepts development applications at the Planning counter at City Hall. Instead, residents, developers or consultants may submit Planning applications digitally.
Payments may be made with a credit card by phone or by sending a check by mail, Fedex or UPS. There is a 3% service charge for credit card payments. Payments must be received before an application will be reviewed by the City.
PLEASE NOTE THE APPLICATION DEADLINES. Applications for plats, zoning changes, Specific Use Permits and Detailed Site Plans will only be accepted on the first and third Monday of each month from 8am to 12pm.
Plat Applications
To make an application for a Plat, please submit the following through our digital application form at this link:
- A scan of the Property Owner’s Representation Form if necessary, in PDF format
- A PDF of the proposed plat
- A digital copy (DWG) of the plat using the North American Datum 1983 (NAD 83), Texas State Plane - North Central Zone (4202), GRID Coordinates
- A PDF of the following plans:
- Construction plans for the construction of all necessary public infrastructure improvements to serve the proposed subdivision as required for the type of plat
- Drainage Analysis to support the drainage improvements proposed in the construction documents
- Access Plan and Traffic Impact Analysis as required
- Community Improvement Plans (residential subdivision landscape and hardscape plans) as necessary
- Tree Survey as required by Landscape Administrator
Zoning-Related Applications
To make an application for a Zoning Change, Specific Use Permit or Detailed Site Plan, please submit the following through our digital application form at this link:
- A scan of the Property Owner’s Representation Form if necessary, in PDF format
- A PDF of the legal description of the property
- A digital copy (DWG) of the property boundaries using the North American Datum 1983 (NAD 83), Texas State Plane - North Central Zone (4202), GRID Coordinates.
- A PDF copy of the proposed Development Plan
- A PDF copy of the Building Elevations
- A PDF of the Landscape Plan
- A PDF of the Sign Plan
- A PDF of the following plans:
- Preliminary Water and Sanitary Sewer Layout
- Preliminary Drainage Plan
- Traffic Impact Analysis
- Preliminary Storm Water Management Site Plan
- Tree Survey as required by Landscape Administrator
APPLICATIONS FOR THE ZONING BOARD OF ADJUSTMENT ARE ONLY ACCEPTED ON THE FIRST MONDAY OF EACH MONTH FROM 8AM to 12PM.
Zoning Board of Adjustment Applications
To make an application for a variance, Special Exception or appeal to the Zoning Board of Adjustment, please submit the following through our digital application form at this link:
- A scan of the Property Owner’s Representation Form if necessary, in PDF format
- A letter explaining the request to the Board
- A plot plan or site plan showing the location of any existing or proposed buildings or structures involved in the request
- Elevations showing the proposed building or structure with dimensions for width, depth and height (measured from the ground to the highest point of the structure)
- Any other maps, information or graphics to support your request
