City Council Meeting Recap

This is a recap of the regular City Council meeting Monday, Jan. 25.

At the 4 p.m. work session:

  1. The Council gave approval to a plan to revise trash and recycling routes for approximately 4,000 households in Mansfield. The plan, detailed by Environmental Services Manager Howard Redfearn and representatives from Republic Services, would change trash, recycling or both collection days for some neighborhoods. The reroute, necessary due to the growth and to increase efficiency, will begin March 1. The City will provide specific details on those changes to the impacted customers during February.
  2. The Council also evaluated the current City Council subcommittees in place to determine which subcommittees, if any, would be active during 2021.

At the 7 p.m. public meeting:

Subcommittee Reports

  1. Council received a report from the Public Memorials Subcommittee Chairman Councilman Mike Leyman, and the subcommittee approved the minutes of the Jan. 12 meeting.

Staff Comments

  1. Council received a COVID-19 Update from staff on the City’s effort to inform residents on the Tarrant County Public Health vaccine registration program.
  2. Environmental Manager Howard Redfearn presented the Stormwater Annual Report, required by the state for the City to obtain its stormwater permit.

Consent Agenda

  1. Council approved a resolution calling for a general election May 1, 2021; designating polling places, establishing election precincts, establishing other procedures, establishing a date for canvassing returns, establishing a date for a runoff election if necessary. The resolution provides for Mansfield residents in Johnson County to vote at MISD’s new Martinez Intermediate School.
  2. Council approved a resolution authorizing a contract with Trinity River Authority for industrial sampling and analytical services.
  3. Council approved the minutes of the Jan. 11 Regular City Council meeting.

Public Hearing

  1. Council approved an ordinance setting the standards of care for the Recreation Department Kids Zone program offered at the Mansfield Activities Center during school breaks and holidays.
  2. Council approved a specific use permit for a car wash at 3211 E. Broad St. The permit is for an extension to an existing car wash next door to the property. The new space will be used for car detailing.
  3. Council approved a change of zoning from SF-7.5/16 single-family residential district to PD Planned Development for professional and medical office, retail, personal service, artist studio and eating place without drive through service on approximately 0.46 acres located at 105 N. 1st Ave.

New Business

  1. The Council discussed the City’s partnership with The LOT Downtown and directed the City Manager and staff (7-0 vote) to work with the non-profit group currently programming the event space to increase the City’s involvement and participation in activities at the historic downtown venue.
