City Council Meeting Recap

The regular City Council meeting Monday, Feb. 8, began with a 4 p.m. executive session followed by a 7 p.m. public meeting. 

At the 7 p.m. public meeting:


Former Mayor David Cook joined the Council in recognizing Councilmember Julie Short who served as Mayor Pro Tem in 2020.

Staff Comments

    Assistant to the City Manager Nicolette Allen gave the Council an update on the City’s Internship Program.

    Assistant to the City Manager Bernadette McCranie provided Council an update on the January Neighborhood Leadership Roundtable meeting, which provided HOA and neighborhood association representatives a look at the public works department.

    Police Chief Tracy Aaron gave Council the Police Department 2020 Annual Contact Report. The data is statutorily required and addresses all contact Mansfield police officers made in the course of their duties during 2020.

Consent Agenda

    Council unanimously approved a resolution authorizing the City Manager and the Police Department to apply for a grant from the Criminal Justice Department of the Texas Governor’s Office to upgrade in-car video equipment for patrol, traffic, commercial vehicle enforcement and community resource. The application is for a $100,000 grant.

    Council approved 7-0 a resolution of the City Council authorizing the City Manager to enter into an interlocal agreement with the City of Midlothian for the purpose of cooperative purchase of goods, products and/or services.

    Council approved 7-0 the minutes for the Jan. 25 Regular City Council meeting.

New Business

    Council unanimously approved an ordinance authorizing the issuance and sale of City of Mansfield, Texas, Waterworks and Sewer System Revenue Bonds, Series 2021. The refinance of $7.8 million in utility system debt issued in 2009 and 2011 is expected to ultimately save the City approximately $1.1 million.

    Council approved an ordinance amending Chapter 38 “Taxation and Finance” of the Code of Ordinances of Mansfield, Texas, amending provisions related to the payment and collection of Hotel Occupancy Tax, changing payments from quarterly to monthly, and making provisions for VRBO and Airbnb bookings.

    Council approved an ordinance requesting to abandon two permanent drainage easements relating to the Somerset Phase 3 addition to Bloomfield Homes.
