Work Session
- Staff provided an update and status on capital projects received an update from staff on the status of capital projects being planned or that are already underway in the early stages. This presentation detailed the impact growing construction costs are having on plans to invest capital on projects in public safety, public works, parks and recreation and library services. The staff offered the Council option to utilize available debt in order to complete these much-needed projects and facilities. A more formal proposal will come to the council for action at later date.

- Mayor Evans read proclamations for National Public Safety Telecommunications Week, Animal Care & Control Appreciation Week and Fair Housing Month.
Subcommittee Reports
- Members of the Revitalization of Historic Downtown Mansfield Sub-Committee approved the minutes of the March 29 meeting, the April 1 meeting and the April 6 meeting.

Consent Agenda
- Council approved a resolution authorizing joint election agreement and contract with Tarrant County Elections to perform election services for the May 1 general election.
- Council approved a resolution authorizing the City to submit transportation improvement projects for consideration in the Tarrant County 2021 Transportation Bond Program.
- Council approved a resolution awarding contract for pavement analysis services to Infrastructure Management Services (IMS) for an amount not to exceed $75,000.
- Council approved a resolution authorizing the City to enter into a Chapter 380 agreement with Highland Homes Dallas for the purpose of promoting economic development in the city.
- Council approved a resolution awarding contracts for the construction of paving and drainage improvements for Heritage Parkway (South Main to Commerce Street) to RPM Construction for an amount not to exceed $2.34 million (street bond and drainage funds).
- Council approved a resolution awarding contracts for construction of Price Road and Plainview Drive paving improvements (Dallas to South Main streets) to Ed Bell Construction Co. for construction and Brittain and Crawford for surveying for an amount not to exceed $1.13 million (street bond fund and utility fund).
- Council approved a resolution executing a consultant agreement with Barker Rinker Seacat Architecture in the amount of $148,432 for professional services related to the design and feasibility options for a potential future multi-generational recreation and library. This is the first step in possibly building a new, larger recreational facility and also combining it with expanded public library space. These are preliminary plans that Council, park and library boards and staff will continue to discuss with input from residents.
- Council approved a resolution amending Resolution 3682-20 to amend the list of qualified broker dealers and investment advisers engaging in investment transactions for the City.
- Resolution authorizing additional funding to Plummer Associates in an amount not to exceed $75,000 to cover costs associated with special services for the Clearwell No. 4 project (utility construction fund).
- Council approved a request for Special Event Permit: Mansfield Farmers Market.

Public Hearing and First Reading
- Public Hearing and First Reading of an ordinance approving a change of zoning from PR pre-development district to PD planned development for retail plant nursery, wholesale plant nursery and single-family residential uses on 5.15 acres located at 1573 Newt Patterson Road, Leno’s Plant Farm.
New Business
- Council approved the establishment of an economic development program for drinking and dining establishment recruitment in the Historic Mansfield Reinvestment Zone. The program would provide incentives for restaurants locating in the historic downtown area.
- Council approved an ordinance establishing the conveyance of a permanent sidewalk easement to the City. The easement is for sidewalks along Heritage Parkway east of South Main Street.
