Work Session
- Staff provided an update and status on the FY 2022 budget preparation including a revised ambulance service rate schedule, a recap from the April 12 work session regarding capital projects and timelines for debt issuance or bond elections. Staff will bring Council additional updates for discussion during the May 10 Council meeting

- Mayor Evans read proclamations for Historic Preservation Month, National Corrections Officers and Employees Week, and recognized May 7 as School Lunch Heroes Day.
Subcommittee Reports
- Members of the Housing Market Growth Strategy Sub-Committee approved the minutes of the April 13, 2021 meeting.
Staff Comments
- Clues in the Creek Video Summary
- The City of Mansfield has been approved as a COVID-19 vaccination station. Moderna vaccines are being readied to be made available early May.
Consent Agenda
- Council approved a resolution authorizing Dunaway Associates, LLC including design and survey to prepare West Walnut Creek (Cotton Drive and Billingslea Drive) sanitary sewer interceptor and waterline improvements for public bidding and construction for an amount not to exceed $874,571.50.
- Council approved a resolution denying an application for Oncor Electric Delivery Company’s LLC to amend its distribution cost recovery factor and distribution rates.
- Council approved the April 12, 2021, special City Council meeting minutes.
Public Hearing
- Public Hearing and consideration of a specific use permit for apartments on approximately 12.869 acres located at the southeast corner of Regency Parkway and Nahvi Road. This item was tabled until the next regular City Council meeting.

- Public Hearing and First Reading of an ordinance approving a change of zoning from PR pre-development district to PD planned development for single-family residential uses on 4 acres located at 2349 N. Holland Rd.

- Public Hearing Continuation and Second and Final Reading of an ordinance approving a change of zoning from PR pre-development district to PD planned development for retail plant nursery, wholesale plant nursery and single-family residential uses on 5.15 acres located at 1573 Newt Patterson Road, Leno’s Plant Farm.
New Business
- Council approved an ordinance amending Chapter 97 “Alarm Systems” including alarm system fee schedules, duties and authority of the alarm administrator and the definition of false alarm notification.
- Council approved a resolution authorizing the City Manager to negotiate and execute an agreement between The City of Mansfield, Texas and iChoosr, LLC.
