Proclamation

Recognition

  • The Council honored the interns who spent their summers working for the City of Mansfield and thanked them for their work during their time with us.

Staff Comments

  • Director of Parks and Recreation Matt Young shared final concept renderings of the Veterans Memorial the city aims to install at Julian Feild Park along Broad and Magnolia streets. 
  • Young also discussed updates to the Park Land Dedication Ordinance. No action was taken following the discussion.
  • Director of Communications and Outreach Bernadette McCranie provided an update about the city's Neighborhood Leadership Roundtable.

Consent Agenda

  • The Council approved the lease of the industrial water tower to Belwave Communications so the company can install and maintain a Fixed Wireless Telecommunications System at the site. 
  • The Council approved a resolution authorizing the city to participate in the Public Works Emergency Response Team (PWERT) through the North Central Texas Council of Governments (NCTCOG).
  • The Council approved a resolution awarding contracts for the construction of 2019 aerial sewer repairs to Klutz Construction, LLC for construction, to Brittain & Crawford, LLC for surveying, and authorizing funding for an amount not to exceed $2,924,609.81 (Utility Fund).
  • The Council approved a resolution to amend the Designated Authorized Representatives to act on the city's behalf in the TexSTAR Short Term Asset Reserve Fund ("TexSTAR")
  • The Council approved a resolution adopting and authorizing the use of the construction manager at risk delivery method for the expansion and remodel of the police headquarters; delegating authority to the City Manager, and providing an effective date.
  • The Council approved the minutes for the July 26, 2021 regular City Council meeting. 
  • The Council approved the minutes for the Aug. 2, 2021 special City Council meeting.
  • The Council approved the minutes for the Aug. 3-5, 2021 Educational Community Tour site visit minutes.

Public Hearing

  • The Council approved a request for a specific-use permit for a Fix It Shop and Used Merchandise Store at 2891 Matlock Rd. 

Public Hearing & First Reading

  • The Council tabled the public hearing of an ordinance that would rezone more than 275 acres of land along Newt Patterson Road near the Union Pacific Railroad. The land would be rezoned to be a Planned Development District for Single-Family Residential Uses, should the ordinance pass.

Public Hearing Continuation & Second and Final Reading

  • The Council approved the second and final reading of an ordinance that rezones less than three quarters of an acre of land at 1045 Matlock Rd. That land is now zoned as a Planned Development for Professional Office uses.

New Business

  • Director of Finance Troy Lestina updated the Council about the city’s proposed budget for the upcoming fiscal year. The budget is on track to be adopted during the Sept. 13 regular City Council meeting.
