A recap of the Sept. 13, 2021 regular City Council meeting. 

During the 7 p.m. public meeting: 

Proclamation 

  • Mayor Michael Evans issued a proclamation declaring Sept. 17-23 as Constitution Week in the City of Mansfield. 

 Recognition

  • The Council recognized members of the city's communications staff who recently won several awards for their work. 

Staff Comments

  • Strategic Initiative Officer Nicolette Allen provided an update on the Historic Downtown Mansfield website.
  • Chief Financial Officer Troy Lestina announced that Fitch Ratings recently affirmed the city's Drainage Utility bond rating of AAA. 
  • A representative of Republic Services, which handles commercial recycling in the City of Mansfield, announced a rate decrease of $0.07.
  • Deputy City Manager Shelly Lanners provided an update on the 2022 Bond Election Steering Committee.
  • Director of Community Services Matt Young provided a Park Land Dedication Ordinance update.

Consent Agenda

  • The Council approved an ordinance designating the City Manager as a non-voting, ex-officio member of all city boards and commissions.
  • The Council approved a resolution authorizing the purchase of property located at 400 W. Oak St.
  • The Council approved a resolution initiating annexation proceedings for 58.628 acres of city-owned land in Johnson County, generally located approximately 270 feet north of Jessica Drive and approximately 1,210 feet south of Retta Road.

Public Hearing

  • The Council approved a request for a specific use permit for an eating place with drive-through service on 0.99 acres out of the Samuel West Survey, Abstract No. 1648, Tarrant County, generally located on the west side of FM 157, approximately 900 feet south of Turner Warnell Road and 400 feet north of Rosebrook Drive.
  • The Council held a public hearing on the budget for the fiscal year beginning Oct. 1, 2021. 
  • The Council held a public hearing on the tax rate for fiscal year 2022. 
  • The Council approved a variance to allow the sale of alcoholic beverages for off-premise consumption at a proposed 7-Eleven to be located at 1195 W. Debbie Ln., which is within 300 feet of the property line of Frontier STEM Academy and Ben Barber Innovation Academy.
  • The Council approved the fiscal year 2021-22 services and assessment plan for the South Pointe Public Improvement District ("PID"); providing a severability clause; and providing an effective date.

Public Hearing & First Reading

  • The Council passed the first reading of an ordinance approving a change of zoning from PD Planned Development District to PD Planned Development District for Eating Place with Drive-Through Service Uses on approximately 0.71 acres located at 3121 E. Broad St.

Public Heading Continuation & Second and Final Reading

  • The Council approved an amendment of Sections 155.012, 155.054(B), Table F, Line 17 and 24, and 155.099 (B) (39) of the Mansfield Code of Ordinances regarding non-traditional smoking related businesses and tobacco products stores. 

New Business

  • The Council approved an ordinance adopting the budget for the fiscal year beginning Oct. 1, 2021 and ending Sept. 30, 2022, in accordance with the charter of the City of Mansfield, and making appropriations for each fund and department.
  • The Council approved an ordinance on the tax rate, levying the ad valorem taxes for fiscal year 2022 at a rate of $0.69 per $100 assessed valuation on all taxable property within the corporate limits of the city as of Jan. 1, 2021, to provide revenues for the payment of current expenditures and to provide an interest and sinking fund on all outstanding debts of the city, and providing for due and delinquent dates together with penalties and interest.
  • The Council approved the amended Community Activation Grant application.
  • The Council discussed possible action to reverse back-in parking on Main Street in Historic Downtown Mansfield. No action was taken.
  • The Council approved appointments to the following boards and commissions:
    • Mansfield Economic Development Corporation
    • Mansfield Park Facilities Development Corporation
    • Planning and Zoning Commission
    • Zoning Board of Adjustment
    • Historic Landmark Commission
    • Historic Preservation Advisory Board
    • Library Advisory Board
