A recap of the Sept. 27, 2021 regular City Council meeting.

During the 7 p.m. public meeting:

Mayor Michael Evans issued a proclamation honoring the Mansfield Public Library's Mansfield Reads! program.

Members of the City Council were presented with the President’s Volunteer Service Award.

Chief Financial Officer Troy Lestina informed the Council that the city is in the beginning stages of forming an audit committee.
Director of Planning Jason Alexander updated the Council about the Mansfield Rental Registration Ordinance.
Police Chief Tracy Aaron reminded the Council about National Night Out, which takes place Oct. 5.

Council passed a resolution allowing the sale of beer, wine and certain liquor beverages at Hawaiian Falls Waterpark.
Council awarded contracts for the supply of eight different water treatment chemicals for the Bud Ervin Water Treatment Plant.
Council approved a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corp., Mid-Tex Division, regarding the company’s 2021 rate review mechanism filing.
Council authorized the awarding of a contract to Cole Construction, Inc. for the landscaping and irrigation of medians on Turner Warnell Road between Cooper Street and Callendar Road.
Council amended the contract with Teague Nall and Perkins, Inc. for the FM 157 and South Parkridge Sanitary Sewer Improvements.
Council adopted the City of Mansfield's investment policy and related actions.
Council awarded a contract for janitorial services at Mansfield City Hall, the Mansfield Public Library and the Chris W. Burkett Service Center.
Council adopted and authorized the use of the Competitive Sealed Proposal Delivery Method for the Public Safety Burn Tower Foundation and Skills Pad Project; delegated authority to the City Manager, and provided an effective date.
Council authorized the City Manager to adopt an amendment to the Charity Care Program, providing ambulance services to our community without regards to a patient’s or guarantor’s ability to pay for the service.

Council approved an industrial-use permit for a proposed rubber compounding facility on nearly eight acres of land at 800 S. 6th Ave.
Council approved a specific-use permit for a proposed gas station on just over an acre of land in the 1900 block of FM 157.
Council held a public hearing regarding the annexation of more than 58 and a half acres of city-owned property in Johnson County. No action was taken on this agenda item.

Council passed the first reading of an ordinance to implement the proposed Downtown District, a form-based code that intends to create a pedestrian-oriented mixed-use district within Historic Downtown Mansfield.
Council passed the first reading of an ordinance to approve a zoning change to PD Planned Development District for Single-Family Residential Uses on roughly 56 acres of land at 2695 Howell Dr. in Johnson County.

Council approved an ordinance to rezone roughly three quarters of an acre of land at 3121 E. Broad St. to PD Planned Development District for Eating Place with Drive-through Service Uses. Andy’s Frozen Custard is looking to open a restaurant at this location.

Council adopted and approved the terms of an agreement the State of Texas entered into with a number of drug companies related to the opioid crisis. The City of Mansfield will receive approximately $184,000 as a result of this agreement.
Council authorized a development agreement with Meehan Properties for public improvements to property within reinvestment zone number two.
Council authorized a development agreement with JLB Partners, LLC for public improvements to property within reinvestment zone number one.
Council discussed the nomination of candidates to serve on the board of directors for the Tarrant County, Johnson County and Ellis County Appraisal Districts for calendar years 2022 and 2023.
