A recap of the Dec. 13, 2021 regular City Council meeting. 

During the public portion of the meeting: 

Consent Agenda 

  • Council modified section 92.10 "Fee Schedule Adopted by Reference" of the City of Mansfield's Code of Ordinances. 
  • Council amended sections of chapter 92, "Health and Sanitation," regarding public swimming pools and spas, of the City of Mansfield's Code of Ordinances. 
  • Council amended section 110.31 of chapter 110, "General Provisions," regarding child care facilities, of the City of Mansfield's Code of Ordinances. 
  • Council created a new chapter in the City of Mansfield's Code of Ordinances regarding standards, registration and inspection requirements for multi-family dwelling complexes. 
  • Council authorized the City of Mansfield to enter into a Chapter 380 Agreement with Normandy Homes, LLC. 
  • Council approved a Chapter 380 Agreement between the City of Mansfield and Mouser Electronics, Inc. 
  • Council awarded a contract for the construction of the Highway 287 utility relocation improvements to Blackrock Construction and authorized funding for an amount not to exceed $2,589,343.40. 
  • Council awarded an annual contract to Earthworks, Inc. in the amount of $235,905 for grounds maintenance of developed and undeveloped park sites, city properties and municipal sites. 
  • Council executed a consultant agreement with Parkhill | Schrickel Rollins in the amount of $76,5000 for master planning services related to Katherine Rose Memorial Park. 
  • Council approved a resolution approving the electronic storage of original records. 
  • Council awarded contracts for the construction of Holland Road Phase 2 Improvements (Stonebriar Trail to Garden Path Lane) to Ed Bell Construction Company for construction, to Brittain and Crawford, LLC for surveying, and to Fugro Consultants, Inc. for material testing, and authorized funding for an amount not to exceed $14,357,840.11. 

Proclamation 

  • Mayor Michael Evans issued a proclamation celebrating Mansfield Methodist Medical Center's 15th anniversary. 

Presentation 

  • The 2022 Bond Election Steering Committee recommended the City Council pursue five capital project ideas: a library, recreation, events, aquatics and fitness center; a Miracle League baseball field; a community park in the southwest quadrant of Mansfield; upgrades to Michael L. Skinner Sports Complex; and expansions to the Walnut Creek and Pond Branch linear trails. 

Public Hearing 

  • Council passed an ordinance prohibiting the use of and contact with groundwater from beneath certain property.

Public Hearing and First Reading

  • Council passed the first reading of an ordinance to rezone land in the 600 block of South Main Street to D, Downtown District.
  • Council passed the first reading of an ordinance to rezone land at 1780 FM 157 to PD, Planned Development District, for all uses. 

Public Hearing Continuation and Second and Final Reading 

  • Council approved a historic landmark overlay district classification for the 1894 Post Office Building at 130 N. Main St. 

New Business

  • Council approved an ordinance to repeal and replace Chapter 94 of the city’s code of ordinances regarding food establishment regulations.
  • Council approved a site plan for an eating place without drive-through service near Vernon Newsom Stadium.
  • Council passed resolutions affirming the casting of votes for candidates to serve on the boards of directors for the Tarrant, Ellis and Johnson county appraisal districts for calendar years 2022 and 2023.
