During the 7 p.m. regular business session: 

Staff Comments 

Consent Agenda 

  • Council approved a resolution authorizing the city manager and police department to make application, receive and expend grant funding from the Office of the Governor of Texas through the State Homeland Security Program 
  • Council approved a resolution authorizing a contract with Freese and Nichols, Inc. for the Sanitary Sewer Evaluation Study for an amount not to exceed $145,000 (Utility Fund) 
  • Council approved a resolution calling for a general election to be held on May 7, 2022
  • Council approved a resolution authorizing the city manager to enter into interlocal agreements with Tarrant County for the asphalt street reconstruction of Oakwood Court and West Kimball Street along with asphalt overlays of Wildwood Court and Dawson Street for a cost not to exceed $291,000 (General Fund – Street Operations Budget) 
  • Council approved a resolution authorizing funding in an amount not to exceed $400,000 and approving a contract with Pacheco Koch Consulting Engineers, Inc. for engineering design services to prepare intersection improvements at Heritage Parkway and South Main Street for public bidding and construction (Street Bond Fund) 
  • Council approved a resolution amending resolution No. RE-3774-21 Calling Certain Outstanding Obligations for Redemption and Defeasance 
  • Council approved a resolution authorizing the city manager to execute an agreement with Tyler Technologies, Inc. on behalf of the city to provide software solutions to the city 
  • Council approved a resolution authorizing the city manager to execute an agreement with UKG, Inc. on behalf of the city to provide software solutions to the city 
  • Council approved a resolution authorizing the city manager to execute an agreement with Xerox Business Solutions Southwest on behalf of the city to provide copier equipment, subject to final review and approval by the city attorney
  • Council approved a resolution to consider executing an agreement with Kimley-Horn and Associates, Inc. in the amount of $247,000 for professional services related to the design for phase 3B of the Walnut Creek Linear Park Trail System 
  • Council approved a resolution to consider awarding a contract to Designing Local, Ltd. for a Cultural Arts Master Plan Study in an amount not to exceed $140,000 
  • Council approved a resolution authorizing an amendment to the BRW Architects, Inc. contract for the New Mansfield Police Department Design in the amount of $733,000 to the new contract total of $2,593,000 
  • Council approved a request for a special event permit for the Mansfield Pickle Parade & Palooza 

Old Business 

  • Council briefly discussed Parklet 117 but took no action. 

Public Hearing 

  • Council approved a request for a specific-use permit for a kennel on approximately 1.45 acres of land located at 400 S. US 287 
  • Council approved a request for a specific-use permit for an auto rental facility on approximately 5.82 acres of land located at 920 N. US 287, Ste. 306

Public Hearing and First Reading 

  • Council approved the first reading of an ordinance approving a zoning change on approximately 3.571 acres of land located at 708 E. Broad St. 

New Business 

  • Council approved an ordinance calling for a bond election to be held on May 7, 2022 
  • Council approved an ordinance authorizing the conveyance of approximately 46 acres of city-owned property
