The State of Texas and the City of Mansfield Animal Control requires that your animal receive an annual rabies vaccination. The City of Mansfield recommends that your animal receive all of the preventative vaccinations. All vaccinations should be administered by a licensed Veterinarian.
We are a tax-funded, municipal animal shelter and therefore we can only provide this service to Mansfield residents. Owners who want to surrender their pets can bring them to the shelter at 407 Industrial Blvd. anytime during the following hours:
Monday-Friday 8:00 a.m. until 4:00 p.m.
We do not provide this service on weekends or holidays.
Please bring a valid form of photo ID showing your address inside the city limits of Mansfield, such as a driver’s license or passport. If your photo ID does not show your correct address, you will also need to provide a utility bill for proof of residency.
You will also need to provide proof of ownership and be able to provide documentation to support ownership of the animal, such as veterinary paperwork, divorce decree, etc. Both owners, if married or a couple, must be willing to sign necessary paperwork relinquishing ownership of the animal and both must be able to provide a valid form of photo ID. If the animal is microchipped, the owner on the microchip will need to relinquish ownership. Failure to provide this documentation may result in refusal of the animal.
There is a $30 owner surrender fee. In special circumstances, elderly and/or handicapped residents may request an officer to pick up their pets if they are unable to bring them to the animal shelter themselves.
The outcome for the animal (adoption, transfer to another agency, or euthanasia) is at the sole discretion of Animal Care & Control.
Animal Care & Control tries to find homes for every animal that comes to our shelter, but we can never guarantee placement for any animal. For this reason, we ask that you use us as a last resort only after all other attempts to find your pet a suitable permanent home have failed.
This transfer of ownership is final and irrevocable and Animal Care & Control cannot call previous owners prior to any final disposition.
The legal limit is four dogs or four cats but not to exceed the combined total of six such animals over the age of eight weeks.

If you wish to hold on to the pet for a few days to see if the owner turns up, you should leave a found report. In order to register your pet, currently, you need to visit our location at 407 Industrial Blvd. and you will need to bring the following items: Valid Drivers license or State I.D, current rabies vaccination certificate, proof of spay/neuter and microchip information if applicable. Prior to bringing any livestock or fowl (chickens) into the city limits, you will need to contact the Planning and Zoning department at 817-276-4226. They will need to verify the address and will be able to tell you if your address will allow livestock and chickens. Roosters are not allowed, per city ordinance, unless written permission is obtained from the Mansfield Animal Care & Control Manager.

Yes. A permit must be obtained before holding a garage sale. Garage sales may last for a period of three consecutive days and can only be held two times per calendar year at any one address. Commercial Buildings - All commercial buildings require a building permit to re-roof. Commercial projects that include the removal of roof insulation must replace the insulation with thicknesses that meet the current energy code. An energy code calculation is typically required and generally results in an increase in insulation thickness.
Residential Buildings - One & two family dwellings do not require a permit to replace shingles only. Permits are required for re-roofing projects that include the repair or replacement of roof decking, or structural members like rafters or trusses.

All re-roofing projects, including those that do not require a building permit, must meet code provisions. Flashings and drip edges are required. Shingles must be completely removed before installation of new shingles. Underlayment must also be replaced when re-shingling a roof.
The city does not require roof sheathing to be replaced if it is still in good condition. The 2018 International Residential Code (IRC) adopted by the City of Mansfield requires roof sheathing to meet Section R803 and Table R503.2.1.1(1). In addition Section R905 of the IRC requires asphalt shingles to be applied in accordance with the applicable provisions of the code and the manufacturer’s installation instructions.
Remodeling work that requires any structural change, electrical or plumbing work requires a permit. Permits can be obtained through the Building Safety Department. Each sub-contractor must be registered with the City and they must obtain their own permits. All required inspections need to be completed and are included in the permit fee.

Currently, only Republic Services is franchised as an operator. Currently, the City of Mansfield does not provide trash carts for residents. Residents may purchase their own carts or put trash in bags that are securely tied and place on curb for pick-up on their regularly scheduled days.

There is a charge to use the facility, and proof of residency is required. Residents are eligible for up to two landfill vouchers per year. Vouchers can be picked up at the Utility Billing desk located in City Hall during normal operating hours.

The City does not perform regular maintenance on most drainage easements within the City. A drainage easement is a document providing the City the right to place public water on private property. Property within a drainage easement belongs to the property owner and not the City.
Further the property owner is responsible for removing trash, keeping vegetation mowed and similar maintenance activities. The City only becomes involved when there is a major blockage or infrastructure failure. The City can also become involved when structures, like fences, are built in a drainage easement or property owners bring infill to the easement.

All City streets are designed to carry a certain amount of water during storms, even beyond the curb in most cases. Water entering a house is a concern to the City and should be reported as soon as it happens so the City can investigate the problem and look for solutions. It could be as simple as boards or other material blocking the pipe or inlet. But it can also be very involved and complicated, taking time to correct.
The City does not clean creek areas on a regular basis. Large cleanup events held by the City are typically on public land and involve large groups of volunteers. The best solution to this problem is for everyone to put their trash in the proper place - a trash can.
Any water feature is going to attract wildlife, including raccoons and snakes. The City does not perform regular maintenance along most water ways. These areas are typically designed to be overgrown. As long as the condition does not pose a threat of flooding to a home or structure, the City will not remove the vegetation.
Any odor nuisances should be called in. There is not always something that can be done about it, but the City needs to make sure the sanitary sewer system has not been leaking into the storm sewer system. The most common odor problems at storm sewer outfalls are decomposing leaves and other organic matter, and this poses no threat to human health.
The Environmental Services Department works with other departments in the City to address these concerns. Depending on the situation, a City crew may be able to come out and regrade the area, but a drainage easement must exist for the City to enter the property for this reason.
This is not always a concern but should be reported so City staff can evaluate the situation and prevent problems from occurring.
There is no simple answer for this question. The City's ability to improve the situation is entirely dependent on the location and cause of the flooding. Several homes in the City were built before the Federal Emergency Management Agency (FEMA) enacted floodplain restrictions, and these homes will flood if there is a large enough storm. However some problems can be addressed by repairing the storm sewer system. If your home has flooded, please report this information to the City.

A tax rate of $0.710000 per $100 valuation has been proposed for adoption by the governing body of the City of Mansfield, Texas. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate. There are currently 204 wells drilled within the City.
The Gas Well Inspector regularly inspects each drill site within our jurisdiction in accordance with Chapter 114 of the Mansfield Code of Ordinances. Drill sites are also inspected by the Fire Marshal’s office. In addition to municipal oversight, the Railroad Commission of Texas (RRC) has jurisdiction over well permitting, inspections, and production in accordance with applicable state rules and regulations.

The specific use permit (SUP) and the Gas Well Permit can be processed concurrently. However, a gas well permit cannot be issued until the SUP is approved.

Gas wells in production do not create much noise. A gas well may occasionally need the use of a lift compressor to maintain production, but City regulations require that any noise from the compressor above the legal limit must be mitigated.
Gas that is produced from the Barnett Shale is odorless.
The lights you see are needed for the 24 hour operation. They are turned in towards the drill site and away from adjacent properties. This operation normally last only about 30 days.
The City works with the gas well operators to determine a truck route that will have the least impact on traffic as part of the specific use permit (SUP). The gas well operator must use only the streets designated on the approved truck route, and must pay a road damage remediation fee.
Some wells produce 15 to 20 years, depending on the quality of the formation.
Natural gas is transported via buried pipelines. These lines are all clearly marked with pipe markers that are normally bright yellow markings with the company name and emergency phone numbers.
Before you dig on your property, contact the Texas one-call center by dialing 811 at least 48 hours (not including weekends or holidays) prior to beginning the excavation. The operators will come and mark their underground facilities. There is no charge for this service and is required by state law.
These are terms used in the industry for moving in the drilling rig; installing all the parts, units, motors and equipment; and getting ready to drill the well. Once the well is drilled, the process is again done in reverse to remove all the equipment used in the drilling operations.
A term used in the industry to reflect the beginning of drilling operations of a well.
It is an earth pit lined with plastic. Its measurements run in the range of 200 feet by 400 feet, depending on how much water is used to fracture the wells. These pits are filled with fresh water and look like a large swimming pool. It takes approximately 4,000,000 gallons of water to fracture a well. The pits are leveled and the land restored when the operator is finished with the drill site.
Most operators purchase water from the City.
Cuttings are particles of formation obtained from a well during drilling operations. They are brought to the surface by circulating mud-laden fluid. The cuttings that are created will be transported by truck off location to an approved disposal system. All of the disposal sites have been approved and monitored by the Texas Railroad Commission.
Circulating is the pumping of drilling fluid from the suction pit, through the drill pipe and back to the surface through the annulus. Although mud is circulated, the terms "circulated" or "circulating" applies to this operation while drilling is temporarily suspended, to obtain samples from bottom or keep hole in condition while awaiting other operations.
Cementing is the operation by which a cement slurry is forced down through the casing and out at the lower end in such a way that it fills the space between the casing and the sides of the well bore to a predetermined height above the bottom of the well. This is for the purpose of securing the casing in place and excluding water and other fluids from the well bore. All cements are in a liquid phase and able to be pumped by pumps.
Fracturing is a means of opening the fissures in the Barnett Shale formation by the use of hydraulic pumps and fracturing fluid. Fresh water stored in frac pits is pumped in stages into the Barnett Shale formation. Once fractures in the rock have been created, sand (like beach sand) is mixed with the fresh water and pumped into these fractures to help prevent the fracture from closing back once the hydraulic force is reduced. By packing or filling of these fractures with sand, this will allow the formation to produce into the new drilled well bore (hole) and bring gas to surface.
A term applied to the valves and fittings assembled at the top of a well to control the flow of the gas. These valves and fittings are all pressure tested to a minimum of 5,000 pounds per square inch (psi) before and after installing.
A tank battery is a group of tanks that are connected to receive produced water from a well. A tank is normally a single- or double-steel or fiberglass vessel that can hold 200 to 400 barrels. The tank battery also includes some production equipment, such as gas separators which allow the produced water to be separated from the gas. The produced water is removed from the tanks by truck, and taken to disposal facilities outside of the City.
A sudden, escape of gas and water from a drilling well when high pressure gas is encountered and efforts to prevent or to control the escape has not been successful.
A device attached immediately above the casing to control the pressure and prevent the escape of fluids from the annular space between the drill pipe and casing or shut off the hole, if no drill pipe is in the hole, should a blowout occur. These devices are pressure tested between 3,500 to 5,000 pounds per square inch (psi) when installed and every two weeks afterwards.

The Texas Railroad Commission (RRC) and Texas Commission on Environmental Quality (TCEQ) department set the depths to protect our natural fresh water zones on interest in Texas. By law, the surface casing of a well must extend 20 feet beyond the depth of a fresh water zone as determined by the RRC. The surface casing is cemented back to the surface to protect these fresh water bearing zones.

Yes, we encourage you to have your medication and prescription eyeglasses brought to you here at the Mansfield Jail. The medication will be inspected by our Medical Staff before being allowed into the facility for dissemination to the inmate.
The medication must be properly packaged, have the inmate's name on the prescription container, have a proper quantity, and not be expired. Designer-framed eyeglasses and sunglasses are prohibited in the facility.

Everyone reads at their own pace. It could take anywhere from a few months to a few years to complete the program depending on how many books you read with your child. If you read 1 book a day, you will reach 1,000 books in about 3 years. If you read 3 books a day, you'll finish in under a year. If you have more than one child participating, reading all together counts for both children.
Absolutely! Each time you read with your child, whether it's the same favorite over and over or a different book each time, it counts.
Any book intended for children is perfectly fine. They can be library books or books from home. Books heard at story time also count. We'd be happy to help you find books that your child will love.

From the library catalog, you can place a hold on an item that is currently checked out by clicking on "Place Request". A hold prevents the current borrower from renewing the book. When it is returned, it will be placed on hold for you. Then the library will (based upon your account preferences) call, email, or text you to let you know when the item is available for pickup at the library.
Please note that any hold items not picked up within four days will be cancelled.
You may renew items up to three times as long as it is not on hold for another patron and your account is in good standing with no fines.
You can return your items to the Mansfield Public Library or any of our consortium locations, Kennedale or Arlington branches. The library has an outside drive-up book drop and a book drop attached to the building at the main entrance.
If you are having trouble locating an item on the shelf, stop by the Library front desk and tell the staff. We will look for the book and let you know if the item has been found in the library and placed in its proper location on the shelf. Please note, however, this will not prevent someone else from checking it out.
Yes. If you have placed something on hold you may suspend that item to make it inactive. Simply log back into your account when you are ready to activate your item and you will be placed back on the holds list. This feature allows you to not lose your place on the wait-list.

Once you have been notified that your hold is ready, you have four days to pick up the item. Any unclaimed items will either be reshelved or sent back to the appropriate library.

Commercial Driver's License holders are not eligible for Deferred Disposition or a Driving Safety Course to keep moving violations off their record. CDL holders can either pay the fine and take a conviction or plead not guilty and request a court date with the prosecutor.
The Mansfield Municipal Court provides two options to keep citations from adversely affecting your driving record with the Texas Department of Public Safety. These options are deferred disposition and driver safety course. Both of these alternatives require a plea of guilty or no contest and approval from the court.
Some offenses may be dismissed for compliance if the defendant meets all the requirements. These violations include: Fail to Maintain Financial Responsibility, Fail to report name or address change, Fail to Display Valid Driver's License, Expired Driver's License, Expired Vehicle Registration, Driver's License Restriction or endorsement violations and defective equipment violations. These dismissals have terms and are not always a defendant's right. These dismissals are offered only if the defendant appears on or before the required appearance date and meets specific terms. Fines for compliance dismissals are payable immediately by cash, money order or credit/debit card.
The Judge may allow you to set up a payment plan for outstanding citations. You may not be eligible for this option if you have previously defaulted on a payment plan or if you enrolled in community service. The court clerk will give you more detailed instructions on setting up a payment plan at our clerk window. There is a financial information packet that must be completed before the Judge will consider your request for a payment plan.

Applications for January 2021 will be accepted through Monday, November 30, 2020. Applications will then be reviewed. Acceptance and introduction notices will be sent out to participants on or before December 14, 2020.

Texas SmartScape is a collaborative program developed by several agencies in the North Central Texas region. The purpose of the program is to provide tools for understanding the ecological, economic, and aesthetic benefits of using landscaping plants, shrubs, grasses, and trees that are native or adapted to our regional climate and local conditions.
The goal of the program is to conserve local water supplies and improve stormwater runoff quality by reducing the amount of water needed to maintain landscapes while decreasing the amounts of pesticide, fertilizer, and herbicides used in landscaping practices.

Native and adaptive plants can thrive in the types of conditions we have come to expect in the North Central Texas area. Since they have developed in these conditions, they do not require the amount of support exotic species do. This saves time and money once the plants are established.

Yes, your water will be cut off. You can make a payment before 8 a.m., which will stop your disconnect, and for any payments made after 8 a.m please call customer service at 817-276-4213.
Water that is cloudy is often the result of air in the water. To verify the cloudy water is caused by air, fill a clear glass with water from your faucet. Watch the glass closely. If the glass gets clear from the bottom to the top after a few minutes then there is air in the water.
While the quality of the water is not affected by the presence of air, it could be indicative of a problem in the distribution system. Excessive air in your water should be reported to the Water Utilities Division by calling 817-473-8411 or 817-477-2248.
Water that is refrigerated overnight in a sealed container does taste better because taste and odor causing compounds are usually aromatic and much more noticeable when they have not been chilled. We recommend keeping a bottle of tap water in the refrigerator. This also gives you the benefit of always having a cool drink of water.
Hard water is defined by the amount of calcium and magnesium present in the water. Hard water has a relatively high level as compared to soft water which has a low level.
Actually, our water is not classified as hard or soft. It is medium (hard) and normally has a calcium carbonate hardness content ranging between 90 to 120 milligrams per liter, or in other terms about 5 to 7 grains of hardness.

Water from the City of Mansfield is safe to drink. We recognize that it is your personal choice to purchase water purification devices. They have known to cause problems in the quality of drinking water due to the lack of proper filter replacement. These devices are not tested or regulated by the state or federal government.
Iron and manganese can cause a brownish orange staining on plumbing fixtures. The level of iron and manganese in our raw water is enough to cause staining problems. Since December of 2003, Mansfield has been using Chlorine Dioxide to reduce iron and manganese.
Mansfield is a member of the Tarrant Regional Water District (TRWD), along with:
TRWD primarily pumps water from Cedar Creek and Richland Chambers reservoirs in east Texas. The TRWD can also supply water from the Benbrook reservoir.

Hot South Texas summer weather results in a rapid algae growth in our surface water reservoirs. As the algae decay, they release taste and odor compounds. The Mansfield Water Treatment Plant replaced the anthracite coal filter media with Granular Activated Carbon (GAC) in the plant expansion of 1999. As a result, the tastes and odor nuisance was greatly reduced.
However, there are times of the year when the algae growths can exceed the GAC's ability to remove the tastes and odors completely. In as much as the problem of taste and odor may be apparent in the water, the water is safe to drink.
The Texas Railroad Commission (RRC) and Texas Commission on Environmental Quality (TCEQ) set the depths to protect our natural fresh water zones on interest in Texas. By law, the surface casing of a well must extend 20 feet beyond the depth of a fresh water zone as determined by the RRC. The surface casing is cemented back to the surface to protect these fresh water bearing zones.
