Note: Deposit payments are not made through the 2turniton system.  Deposits will be paid through the City of Mansfield Utility Billing website.

Starting A New Service In Person

New residents or businesses seeking to connect water service can do so at the Utility Billing Department located in the City Hall. Complete the residential application for service, date and sign the form and return along with your payment of $60.00. If it is a business application, complete, date and sign the form with your payment of $100.00 for each meter. For residential service, if you wish for your personal information to remain private, please indicate in the application form and include an additional $5.00 for a total of $65.00.

Any residential account with a separate meter for irrigation will also be required to pay an additional deposit of $50.00 for this meter.

Application can be printed for the customer to complete. Completed application can either be faxed or brought to City Hall.

If you are renting or leasing the property you will also need to fax or bring in a copy of your rental or lease agreement before service can be started.

If faxed, customer will need to allow 24 hours for Billing Department to create account. Customer can then contact the Billing Department for the Account number and Pin number to pay the deposit and any fees on the Website. Once payment is complete, customer can contact the Utility Department to issue a work order to start service.

Applications may also be returned by mail or dropped off at the drive-by drop box along with the payment for deposit and any fees. This will also require a 24 hour lead time to create the account. Customer can then contact the Utility Department and make arrangements for the work order to begin their account.

Late Payments

In the case of a late payment, there will be a $10 or 10% charge (whichever is higher) added to your account on the 21st day after the billing date. Service will be subject to termination if not paid within 30 days of billing.

Making The Connection

In order for service to be connected or reconnected, someone must be at the residence during a time span specified at time payment of deposit is made or past due bill is made and this individual must have access to the inside of the structure.

Times For Service Connect Or Reconnect

Morning Schedule: 10 a.m. to 12 p.m.
Afternoon Schedule: 3 p.m. to 5 p.m.

Should no one be at the structure at the specified time for service to be connected, there will be an additional charge of $15 added the first bill and for each subsequent trip until service is connected.

The meter will be monitored and no more than 40 gallons of water will be allowed to pass through the meter before a technician will shut service off.
